More important than foot speed is the ground forces during foot contact. Strength training and speed workouts are effective for increasing sprint speed. The book "Underground Secrets to Faster Running" by Barry Ross is recommended reading. See http://www.freelaptrackandfield.com/books/underground-secrets-to-faster-running.php
Best,
Christopher
